Project Planning
Planning and project analysis, especially at the earliest stages of the customer’s own project, which minimizes the impact of mine contamination, reduces risk and invariably reduces cost.
Survey and data Gathering
Recognized data gathering and analysis techniques can help correlate information about contamination and assess the risk.
Mine Awareness and Safety Training
Mine awareness training (mine risk reduction education) can assist in reducing casualties by providing practical advice about safe behavior. It can be optimized for any target group, including construction project workers and aid agency personnel.
Mechanical Ground Preparation
The use of suitable machines in an appropriate manner can reduce the overall cost of some projects as it can speed up the mine clearance process. ALS has access to a range of machines and can provide them as part of an integrated package.
Area Reduction with Dogs
The use of suitably trained dogs and specialist dog handlers can also speed up overall productivity by helping project managers to determine the extent of contamination. ALS has access to some of the best-trained dogs in the world. Additionally, ELS trains handlers for dog handling.
Mine Clearance
Sefinor Group personnel have been at the forefront in the development of the techniques used in mine clearance projects for several years. This corporate and individual experience is available to every de-mining project undertaken by ALS.
Explosive Ordnance Disposal
We have unrivalled experience in all elements of bomb disposal, including clearance and Disposal of large aircraft bombs, bulk ammunition stockpiles, chemical weapons and terrorist devices.
Quality Assurance
The quality procedures developed by the Sefinor Group are ISO-9001 compatible and provide the customer with complete assurance that they get what they pay for.
ALS Offers a Wide Range of Products and Services that Include:
• Total turnkey operations for all the mine/UXO clearance elements of the project as defined by the customer’s scope of works and all necessary logistics and support services required by the clearance resources.
• Technical assistance or project management services in support of other clearance operations, particularly where the aim is to support the capacity development of a sustainable national capacity to deal with a long-term problem throughout the affected country.
• Consultancy can be provided by ALS with a full range of mine action consultancy services, utilizing considerable practical experience in all levels of mine clearance and EOD.
• Project design in which ALS can provide advice on scope of works for a project and appropriate implementation strategies. For example in a recent clearance project in Africa, we determined that most of the original project area did not need to be cleared. The project management team made this clear to the donor and the appropriate remedial action was taken.
• Advice on technical and procedural standards are available and demonstrated as ALS and ELS are represented on the International User Focus Group to review international technical standards for humanitarian mine clearance and explosive ordnance disposal, coordinated by the United Nations Mine Action Service.
Environmental Responsibility
ALS is committed to taking its responsibilities to the environment seriously. We are already part of the process of ISO 14000 accreditation.
Interaction with Other Mine Action Programs
In some parts of the world, national mine action programs act as coordinators, with the specialist de-mining NGO’s or commercial de-mining agencies acting as the implementing partners. This model is particularly effective in Afghanistan, northern Iraq and Kosovo. ALS is capable of acting as implementing partners in such structures and welcome opportunities to do so.
However, ALS also has the project management expertise to operate in areas where no such coordination structure exists. Furthermore, unlike most NGO’s or UN-sponsored humanitarian mine clearance projects, ALS can provide direct, project oriented mine/UXO clearance support to development and commercial projects, such as road construction and oil and gas exploration. An example of this is our current project with Shell Oil and the Russian Govt. in the Sakhalin Islands.
